Sheldon Petersen has been our Chief Executive Officer since March 1995. He began his career in the rural electrification program in 1976 with Nishnabotna Valley REC in Harlan, Iowa. In November 1980, he became General Manager of Rock County ECA, Janesville, Wisconsin. He joined CFC in August 1983 as an Area Representative and provided financial management and consulting services to the states of Minnesota, Wisconsin, Montana and the Dakota’s. In 1990, Sheldon moved to CFC headquarters where he held various management positions.
A native of western Iowa, Sheldon received his B.A. degree in marketing from the University of Northern Iowa in 1975.
John Evans joined CFC as Senior Vice President of Operations in November 1997. He is responsible for corporate services, internal audit, compliance, information systems, project management and corporate risk management. In June 2010, he was named Executive Vice President and Chief Operating Officer with the additional responsibility of executing corporate strategies, implementing business planning and overseeing of day-to-day operations.
Prior to working at CFC, from 1994 to 1997, he was Senior Vice President and Chief Operating Officer of Suburban Hospital Healthcare System in Bethesda, MD. Between 1991 and 1994, he was Senior Vice President and Chief Operating Officer for Geisinger Medical Center in Danville, Pennsylvania.
A native of Pennsylvania, John received a B.A. degree in Liberal Arts from The Pennsylvania State University and an M.B.A. from the same university.
John Borak joined CFC in June 2002, as Senior Vice President, Credit Risk Management, and is accountable for credit risk management and analysis, credit standards and policy. Previously, he was Senior Credit Officer at Fleet National Bank with risk management and loan approval responsibility for several industry banking portfolios including investor-owned utilities. Prior assignments at Fleet NB included Manager of Credit Review and Manager of Loan Workout.
He began his career in banking with Chemical Bank, now J.P. Morgan Chase, where he was an Account Manager in the Corporate Banking Group and later became Deputy Senior Credit Officer for Global Corporate Banking. He has real estate asset management and credit recovery experience with Mellon Bank where he was also Deputy Senior Credit Officer for the New York, Philadelphia, and specialized industries corporate banking portfolios.
A native of New Jersey, John received a B.A. degree in Economics and an M.B.A. degree from Rutgers University. John completed the required graduate program in Administration and Management at Harvard University.
Effective June 2010, Andrew Don became CFC’s Senior Vice President and Treasurer. His responsibilities involve oversight of the treasury group, which includes responsibility for directing all capital acquisition development activities for short-term and long-term funding, interest rate hedging strategies and execution, banking and investor relations, rating agency liaison, development of new financial products, and the loan syndication function on behalf of CFC borrowers.
He joined CFC in September 1999 as Director of Loan Syndications and became Vice President of Capital Market Relations in June 2005. Prior to joining CFC, he held the position of Vice President and Manager of the Washington, D.C., Loan Production Office for The Bank of Tokyo–Mitsubishi. He started his banking career with the Bank of Montreal in New York in 1984 and subsequently was a Vice President for Corporate Banking for The Bank of New York from 1987 to 1990.
Presently, Andrew serves on the Executive Committee for the Leukemia and Lymphoma Society/Washington Area Chapter. Born in Nairobi, Kenya, he received a B.A. degree from Dickinson College in Pennsylvania and an M.B.A. degree from Fordham University of New York.
Richard Larochelle, Senior Vice President of Corporate Relations, is responsible for corporate communications, regulatory affairs, industry data analysis as well as liaison with other organizations, including government agencies, trade associations, and membership groups. He joined CFC as Director of Corporate Relations in May 1996 and became Senior Vice President of Corporate Relations in August 1998.
Before joining CFC, he was the Legislative Director at the NRECA where he worked for 12 years. He has also worked at the U.S. Department of Agriculture in the Rural Electrification Administration and the Farmers Home Administration. Rich also served as a Rate Research Analyst for Boston Edison Company.
Rich is a board member of the National Cooperative Business Association. A native of Massachusetts, he received his B.A. degree from Worcester State College, Massachusetts.
Steven Lilly, CFC’s Senior Vice President and Chief Financial Officer, is responsible for general and loan accounting, SEC reporting, financial statements, annual operating budget, taxes and the Caribbean Asset Holding oversight. He has held this position since 1994. He joined CFC as Director of Special Finance in June 1985 and then became Director of Corporate Finance in June 1986. Afterward, he was Treasurer and Principal Finance Officer in June 1993.
Prior to CFC, he served as President of Valley Capital Corporation from 1982 to 1983, and President of Fulcrum Venture Capital Corporation from 1977 to 1982. From 1973 to 1977, he was Vice President of Sun Company, Inc., a venture capital subsidiary. He was Vice President and Commercial Lending Officer to the First Pennsylvania Bank in 1972 to 1973.
Steve serves on the Executive Committee for the Leukemia and Lymphoma Society/Washington Area Chapter. A native of Pennsylvania, he received a B.S. and an M.B.A degree in accounting and finance from Drexel University in Philadelphia.
John Jay List became CFC’s Senior Vice President of Member Services and General Counsel on February 1997. He is in charge of CFC's lending, credit delivery and underwriting services, along with overseeing CFC's Regional Vice Presidents and Legal Group. He joined CFC as a staff attorney in February 1972 and later served as CFC’s Corporate Counsel from June 1980 to 1991.
Born in Illinois, John has a B.A. with distinction from the University of Virginia, and a J.D. degree from the University of Michigan School of Law. He is a member of the District of Columbia Bar, the Washington Metropolitan Area Corporate Counsel Association and the American Bar Association.
Larry Zawalick is Senior Vice President, Affiliate Organizations with responsibilities for the operations of the Rural Telephone Finance Cooperative (RTFC) and the National Cooperative Services Corporation (NCSC), as well as CFC loan sales and servicing. Larry has held numerous positions with CFC since beginning his career in 1980, including serving as Senior Vice President of RTFC from 2000-2010.
A life-long resident of the Washington, D.C. area, Larry holds a B.S. degree in Finance from the University of Maryland.
Sarah DeShazior is Director, Executive Office Administration, and manages all activities of the Executive Office. Her responsibilities include designing, implementing and managing the corporation’s Board of Directors’ administrative operational structure in a way that effectively supports organizational missions, goals and fiduciary responsibilities. Sarah has held various positions within CFC since beginning her career in 1976.
A native of Virginia, Sarah received a B.S. degree in Office Administration from Virginia State University.
