SRC Program Connects, Protects, Empowers Rural America

The Smart Rural Communities (SRC) program is an initiative of NTCA–The Rural Broadband Association that brings together local broadband providers committed to deploying cutting-edge, high-speed, fiber-based networks in rural areas. The goal is to enable people to live rich, connected lives no matter where they are located. 

NCSC Vice President of Business Development Jason Shelton holds a spot on the SRC Advisory Council, providing guidance and feedback on program initiatives and resources, and helping to judge the Showcase Awards program. In addition, NCSC is a platinum sponsor of the program. 

Serving on the SRC Council is about more than supporting broadband, it’s about making sure rural communities have the tools and resources to safely thrive in a connected world.

“Prior to joining NCSC, I was the manager of a Smart Rural Community provider,” Shelton said. “Initially, I saw the impact from one perspective. After being appointed to the council, I gained insight from the other side and developed a deeper understanding of the full benefits the SRC provides to rural communities across the country.” 

SRC’s Mission

SRC providers deliver broadband services and support innovations that rely on high-speed connectivity. The program focuses on expanding access to reliable networks and sharing examples of how broadband is used in rural communities. 

“No matter where they are located, Smart Rural Community providers are committed to providing the highest-quality services and supporting the variety of innovations they enable, ensuring local broadband delivers local impact,” NTCA Vice President of Strategic Communications Laura Withers said. 

The council offers resources to help providers engage their communities and showcase their achievements. The program also recognizes outstanding providers through initiatives like the Smart Rural Community Showcase Awards, which highlight leadership in areas such as education, economic development, health care, agriculture and public safety.  

In 2025, SRC welcomed 10 new providers, expanding its reach to 295 members and strengthening the collective voice of rural America.  

Key Initiative: Senior Safety Series

According to Shelton, among SRC’s standout resources is the recent launch of the Senior Safety Series—a set of three short videos designed to help seniors stay safe online.  

“In today’s ever-changing world of cybersecurity and AI, the Senior Safety Series could be a tool that prevents a negative attack to one of our seniors,” Shelton said. “It is no secret that criminals target seniors, and we should take every effort to protect them. This series is a great tool for being safe online.” 

The series covers essential topics such as password protection, recognizing phishing attempts and responding to data breaches. In addition to the videos, SRC hosted a Senior Safety Day during Digital Inclusion Week and Cybersecurity Awareness Month, encouraging providers to engage their communities through events and online participation.
